To chiefs and landowners, Akufo-Addo said: "Stop the illegal, multiple land sales."

The President, Nana Addo Dankwa Akufo-Addo, has opposed the illegal and repeated selling of lands by chiefs and those deemed to be "land guardians."

He lamented the fact that clans, skins, stools, and families had taken over the country's territories and added that the condition has hurt growth.

The President called for the creation of a new paradigm and proposed that a consensus be created to check land administration.

"Unfortunately, the customary lands system in our metropolitan regions has been the source of the majority of our issues, including the duplicate sale of lands, the improper sale of lands by persons without ability, and the multiple claims to lands by various stools, skins, clans, or families. The President stated during the inaugural National Land Conference in Accra, Ghana, on December 7, 2022, "We must critically examine our land management and create a model that works for us.

He said that if land paperwork must be handled manually, the nation cannot provide effective land management, and he asked the Lands Commission to move quickly on the digitization of the land purchase process.

"We cannot produce an effective land administration if paperwork on land must be handled manually," the President declared. Therefore, it is imperative that we move quickly to complete the digitalization of the Commission. I expect this will be a top priority when you engage in technical debates.

The Property Act "addresses the issues involved with border delineation, and defines rights and interests in land, and those having ability to alienate land," the President continued. For various land-related offenses like landguardism, record-keeping fraud, and fraudulent land administration transactions, it imposes harsh prison sentences.
